I'd measure based on whatever meaningful KPI or north star metric they moved at a company-level. eg, revenue, DAUs, retention, etc LOC / number of commits / other metrics like this are bad

Idk how to get the metric, but an NPS-from-team. In a generally solid team, most devs & mgrs have a good feel for who delivers, who creates lots of bugs/debt, who drives quality.
