This is strictly available only to non profits, universities (esp HBCUs) and local governments. Partnerships with private industry to receive any grant money is essentially a local politicking game, there’s no direct channel to actually receive a grant as a tech business in one of these tech hubs. Kinda broken.

i actually support this encouraging more innovation on the edges is helpful for places like buffalo and st. louis where there are ambitious young people without the means to move

Anyone have a counter proposal that would better achieve the states goals, with the same money? Stuff like: Local market-driven investment, private sector matching, streamlined regulations, education, infrastructure, promotion, independent evaluation, and competition to foster tech hubs in selected cities. Thoughts?

...counter factual universe (that might actually work): Find the equivalent of the modern day J.C. Licklider, give him the equiv ($) of what he was handed when transitioning the space programme from military to NASA, with the same freedoms (aka. "don't fuck with Lick")...and then let something actually work.

This might work if the funds go to a specialty in a specific region. E.g. for biotech in the Research Triangle, for agriculture in the midwest, for energy in Houston, etc.

Ontario took a similar approach with regional innovation hubs. Grants went to people building innovation infrastructure (accelerators, hackathons, etc) rather than people building actual products. They basically turned into dealflow for VCs. Which is fine, but not an ideal outcome for innovation IMHO
