What does 'leverage' matter when Trump says he has no demands?? Why suddenly tariff someone (on false pretenses) you have a comprehensive trade agreement with?

With globalized supply chains these figures say very little. I don't know much about the economy of Canada & Mexico, but the EU could choke semiconductor supply chains if it wanted to.

The answer was always the US. This leverage was created by being a willing player, immediate and abrupt tariffs destroy the trust established with these countries... meaning they won't flinch to do this to us in a future scenario. Usually a smart idea to make friends with your neighbors.
