I've noticed that more of the tri-state area feels like a humid subtropical climate now. NYC itself is even reclassified now. I'd guess that will continue to extend north-west and bring more rain to the mid-west, so my bet is that they'll have it easier than the west https://www.nytimes.com/2020/07/24/nyregion/climate-change-nyc.html

The San Jose desalination project proved it can work in California; I think we'll see that propagate a lot later this decade and it's already starting. Israel is already at >85% desal, so it is very possible. Will get much cheaper with nuclear too https://www.chicoer.com/2024/07/23/desalination-plant-proposed-for-san-francisco-bay/

Ppl in the Midwest and other areas with abundant freshwater supplies will likely have to fend off larger populations in cities that don't have easy access to these water sources - i think urban centers will be able to wield their power and compel/force these regions to share their water resources -Ideally, though, cities should be able to develop solutions to extract water using their current resources, ie atmospheric water generators

As a life long born and raised Californian, I hope this is denied. California needs to figure it out and lead the tech. Maybe also start with not growing water intensive crops for export, replacing golf courses with housing, and outlawing monoculture manicured lawns.

northern nevada has 30+ years of water security thanks to our share of tahoe and the reservoirs californians will militarize their side of the border as a first move, to keep the lake exclusive, preventing the cali poors from ever seeing a day on the lake, and nevada owns 27%, so they'll install border checks and block aquatourists
