I have been noticing the same thing too and funnily enough @zeni.eth just mentioned the same thing in a DM. Algo is acting wonky it seems. The only solution that seems to work is to deliberately engage with these people to try and fix it.

If you don't regularly like their posts, you won't see their posts. Of course, if you don't see their posts you probably will have a hard time liking them. Maybe when you're reminded that someone exists, take a run through their recent posts and like them to boost their signal on your main feed.
