what causes gov websites UX to always be so bad? i'm renewing my driver's license and it's just an incredibly bad and outdated website why is this always the case?

I think many reasons, but one is that it really doesn't matter from their lens. You're going to go through whatever hoops needed to renew your license... and the alternative is going to the DMV itself, which is 100x worse.

Government doesn’t always build their own software. They (and other large orgs) buy it from lowest-cost providers who build software to check boxes, not make it easy on users.

So many big orgs too. British airways website is absolutely painful to use and crashes if you have it open in 2 tabs. You can find your future flights if you go through some menus but not via the manage my booking menu...need a flight specific reference there. Awful UX!

Good UX takes time and funding. Most gov agencies are forced into a lowest public bid for all digital work. To de-risk solutions they implement out of the box solutions and need to meet exceedingly more accessible standards. While at face value these are good things, the UX and experience suffers.

They often have requirements to support very old browsers (I spent far too many hours supporting IE6/7 as recently as 2012) which means many modern frameworks can't be used. Also you get paid half as much and it's way more boring than most other frontend work.
