what causes gov websites UX to always be so bad?

i'm renewing my driver's license and it's just an incredibly bad and outdated website

why is this always the case?

So many big orgs too. British airways website is absolutely painful to use and crashes if you have it open in 2 tabs.

You can find your future flights if you go through some menus but not via the manage my booking menu...need a flight specific reference there.
