As someone that had a kid 5 months ago. That 5k would be spent in the first 6 weeks... On medical bills. And we had a pretty straightforward delivery, no c section, no crazy emergencies, just a regular delivery with an epidural. More than 7k out of pocket... And we're still getting random bills. All these things would be much preferable than not even costing birthing costs.

Why not 5k for the kid I already had, and raised without assistance from the government like an adult, since we're giving out money for things that make zero sense.

We have most of these things in Europe and it does help. Parental leave is 1-2 years and you choose. Healthcare is 70eur per month (paid by your employer). Public preschool is around 50eur per month.
