It started as an American thing and over time other English-speaking users joined. Even if you exclude the Chinese, most Internet users are not American.

Is it a different question if you were to ask if the internet is English? Does an American internet mean an internet dominated by Americans or an internet with American values?

so, @balajis.eth whats your interpretation? i’d say 40% meant the Internet is infrastructure. 22% probably the same. 38% meant the Internet is content, data. Was that the message you wanted to deliver?

Largely for English speaking contexts, internet culture is predominantly American influenced. It is soft power in action or rather a cultural export with lots of sub-cultures.

It was originally, but now there are so many web developers from across the world. It's distinctly not American any longer. Accents do not translate over text.
