The overall vs. tail-end of this distribution shows that PB & OpenRank are similar in implementation but not the same .... PB seems to reward some non-high-engagement users. Also interesting that there are ~150 people in the top 1k of OpenRank who don't have PB.

This is because it finally aggregated all users with an OpenRank greater than 15000, so it appears to suddenly increase. If displayed in more segments, the overall number of people receiving the power badge still decreases as OpenRank increases.

Until the algo is public we can't tell ...

There is a running theory amongst my kin that the PB algo runs on connections, namely ranked PB user followings.

Without naming names, there is an account with 1 cast from 1 day ago, but was awarded PB. Their following however is a high proportionate of PB users. Rather than volume, its percentage share.

Don't listen to me, it turns out the buckets in that other graph weren't chosen to be equally wide as I had assumed they were -- there's actually a very long tail that got summed up into a single bucket;  @scryptoguy has a chart that shows this well. This means PB & OR are in fact fairly similar algos.

I've seen some users receive PB even though they haven't been active for a while. It's quite odd.
