This has everything to do with the changes to CA solar laws last year. We’ve still installed more than 2x the capacity that Texas has because we’ve been incentivizing it for 20+ years.

If they deploy 700 MW a year it will only take Texas 40 years to catch up with California.

NEM 3.0 is a good thing because it incentivizes battery storage, which we need more than just additional solar generation.

Looks like Texas realized it can't survive after their energy boondoggles a few years back and are playing a little catchup. Also, California might not have quite that much, solar panel lifespan is 20 years, so some of that production might be double counted at this point (presumably not too much tho)
