Don’t know whether Google+ could have succeeded, but Google was able to make many things work without that being the main thing - gmail, chrome, android… While I generally agree and love what Zuck says here, counter examples do exist.

IMO Google tried to do too much with G+. That's why it ended up being stripped into parts and turned into different products: Hangouts (Chat), Photos, Google SSO and a lot of internal product infra (the code path is still under "/social")

The only way Google+ could have been saved was ousting the people that started the tiny communities that were not prepared to handle the growth. Many parallels I am starting to see here people that start channels are not the people that can handle large thriving communities that grow beyond what the founder envisioned
