You can't say "decentralisation" when all you do screams "centralisation."

Too much power and authority over people's hard earned money. 

You don't ban an investor and not release their investments. 

If you believe these investors are bad for your business then let them go. 

You can't expect people to invest and use it for charity and get nothing back when it is not a voluntary organisation.
