The solution to this is to raise awareness about fundamental human needs. As long as these things are framed as "rights" they will fail because "rights" is a philosophical term. "Needs" on the other hand can be determined scientifically because the lack of them causes pathologies.

Most Americans actually don't want freedom unfortunately. See the Patriot Act; passed with majority support from both parties and supported by most Americans. What can be done? I don't know.
