I've run 10km+ in Beijing (Olympic park), back in 2018-19. It was fine.

I was in Beijing two weeks ago. The air was fine. So were the other cities I visited. The rivers and canals were also very clean.

Really disagree. I spent 6+ months over a number of years, in months outside that range. I’m a runner, and could not breathe deeply without burning and immediate coughing. 

I also know hundreds of people who grew up in major Chinese cities and a very large portion of them have some kind of chronic respiratory issue.

I wouldn't say you "literally can not exercise outside" I lived in Beijing from 2014-2017, and I jogged regularly. 

The smog is usually present during the winter, specifically from Nov 15th-April 15th when the government heating goes online (there's no heating before that), which at the time used coal.

Air quality was what I meant — though you make a good point that political mandates are more frequent and possible

I assume you mean this because of air pollution, right? Or are there any rules in place making this impossible too?

Some family has been studying in Beijing and mentioned that it's improved a lot, can't speak for San Fran or the reference but it's supposedly on the up for air quality and cleanliness of the streets

Oh interesting cause they are also beating anyone who enters a building without permission, texts a note of discontent to a friend, is a Uyghur or tried to escape imprisonment for having Covid so that’s fun I’m glad they are winning so hard.
