I wouldn't say you "literally can not exercise outside" I lived in Beijing from 2014-2017, and I jogged regularly. The smog is usually present during the winter, specifically from Nov 15th-April 15th when the government heating goes online (there's no heating before that), which at the time used coal.

Really disagree. I spent 6+ months over a number of years, in months outside that range. I’m a runner, and could not breathe deeply without burning and immediate coughing. I also know hundreds of people who grew up in major Chinese cities and a very large portion of them have some kind of chronic respiratory issue.
