i think so and also afaik developers can run their own wc service but i doubt anybody does that these days

The problem is that the frontend configures WalletConnect, so consumers can't choose which wc relay to use (the way they can with wallets, etc). WalletConnect is too tightly coupled with frontends, it's increasingly a big problem.

If I'm using a dapp (as a consumer) which is configured to use a WalletConnect relay that is down (or is censoring), can I override it to use a different relay?

WalletConnect v2.0 made it much easier to configure

Which will allow dapps and wallets to independently choose their own relays

It’s up to dapp and wallet developers to make this option available to end-users
