I think we can blame Apple for this. They are actively making the PWA experience worse so people use the Apple App Store

For the desktop-first app its the way to capture mobile TA 

So if the startup is going live where time to market is the key and there are budget restrictions, or the assumption needs the validation - pwa is a good option. Also, depending on user’s previous patterns of using similar apps

That just means UX can only get better from here!
