Have you tried eliminating all stimulates during waking hours? No caffeine? And then enact a strict go to sleep routine & wake up time? Typically, human bodies love a consistent sleep routines. But like if you set 10pm as sleep time but aren't tired, as I said before try reading or you could try meditating. For meditating to go to sleep, I take slow breathes and focus on every part of my body relaxing; from the tips of my toes and fingers, slowly making my way to my body and head.
