3m 1100 + bose qc45 would be better. After putting on 3M 1100 earplugs, wear the Bose QC 45 and turn on noise cancellation mode.

See a lot of recommendations for Bose headphones. They are good I used to have a pair. I’ve found over ear headphones always better than in ear for noise cancellation. I think Sony also makes really good over ear noise cancelling headphones too πŸ‘

I have the Bose QC45 and I often just put them on specifically for noise cancellation, without even listening to anything. Especially when working in an office. They're really freaking good.
