London has charisma and I think weather is a part of that. The best part of living in Londot it is location. You can do weekends off to enjoy sun almost every week. 2 hours flight and you are in Spain, Italy , France

It's hard to find it all together I'm always considering the short-list of these places Sydney, Miami, Barca etc. where weather is all g, beaches are there but with big city services (investment, hub of business etc.)
