sure there are. tons. in fact, i think DIDs are really awesome.

The largest user base is on enterprise/government side.
Attended the Internet Identity Workshop (focused on decentralized identity infra) last fall and the perspective was a top down approach would actually drive adoption as the infra must be in place to enable use of these identifiers
