In Spain we have https://guifi.net/ It is fully connected to the internet but it is fully managed by the users as a cooperative. You get fiber, high quality internet fully run by the community which to some extends is an intranet but with a gateway to the world. Also a long time ago in Madrid we created neighborhood networks using wifi cards and home made antennas. The peak moment was when people put computers in olive oil to keep them protected from the rain but the acidity of oil ruin the circuits. Check out dweb camp if you haven't. Every year they get together in the woods and set up a new private Internet using the latest in decentralized tech. Unfortunately they do it during DEFCON so I've never been, but friends have and said it was a blast. https://dwebcamp.org
