I worked there in 2016-2017. This was always the internal attitude, but they were pressured by the external preferences of users. Finally users are catching up to this ideology, but not sure how much more monetization Snap can get without being more attention-extractive.

Slightly nuanced with "less social media" vs "less social". It's always been Snap's strength -- private conversations vs broadcast media, ephemeral vs permanent. The major downside is that it's not great for revenue.
