There's definitely a lot of interest in Africa, but China and Russia are dominating a lot of known deposits.

I think it’s political kayfabe. It gives the Trump administration something to point to to tell Americans they got something back in return for all the money we’ve spent on the war, even if the reality the minerals aren’t actually accessible or economical to mine.

Never understood the deal anyway. 

It’s basically “surrender and give us half of your rare earth minerals”
