No more than 3-5 layers.

It's better than the fibonacci versioning that we seem to be adopting for web iterations (new web version = last web version + second last web version)!

The summary is that layer 3s don't magically improve throughput even more, though they can reduce some fixed costs of batch publishing and deposits/withdrawals.
