What are some good examples of orgs that have optimized to stay small in terms of headcount relative to impact? How do you incentivize/reward that?

AutoGPT and BabyAGI is just the beginning of a wave of autonomous AI models. AutoGPT was a hobby project for the creator and it is insanely powerful with the right controls and setup ;) Autonomous agents will easily replicate the work of hundreds.
