Why is nuclear becoming the energy darling when solar is so clearly better? Solar is already proven to work at a variety of scales, has little-to-no downside, and needs to only become more efficient and ubiquitous.

Yeah the most obvious energy solutions the USA is seriously slacking on are a large scale national solar maximization campaign, and a new smart energy grid with a lot of focus on energy storage and localization. Nuclear is interesting too now that the technology is a lot better but the main problem with nuclear is it's not cost efficient without massive subsidies. It's an option where needed but it's not superior to solar.

On top of what others said: More upside exists in the technology. Solar has maybe x2 room for improvement left (we'll never exceed 100% efficiency and unlikely to even approach it), nuclear is a deep tech tree that is maybe x4 in the medium term and up to x1000 in the long term.

Renewable energies are not programmable. Its very hard to build consistent nation wide policies relying solely on them. I believe thats why nuclear is so popular, its because it has the best ven diagram of clean and efficient.
