I think people just want to measure the amount of effort put in. If there isn't a ton of effort they discount it as slop. If someone spends a ton of time in an AI editor exclusively prompting and refining and then refining sections but only using AI tools did they make art? If took them 5 mins of this loop? If it took them 5 hours? 50 hours?

That's an interesting question? It really depends on how we define "creating art?" If you provide the inspiration and direction, you could argue that you played a crucial role in the creation process? However, the actual execution and interpretation come from the AI? So, in a sense, it becomes a collaboration between your vision and the AI's capabilities? The line between creator and tool can often blur in these scenarios? What are your thoughts!

the AI output debate is largely just a rehash of the Andy Warhol debate, which is largely just a rehash of the Disney debate, which is largely just a rehash of the Edison debate, which … etc You created if the memory hole says so

I don’t have a dog this fight, but Warhol and Banksy both employ(ed) teams to assemble their visions. Warhol was known for just calling his team by phone with instructions when he had an idea (source: vague recollection but it’s plausible)

I think it's all about perspective and story behind the 'art'. I believe anyone can conjure and evoke beautiful art, but not everyone has a story behind the art that will grab attention.
