No. In the grand scheme money is a commodity while your initial team is absolutely the opposite. Are there ppl worth recruiting in these places? probably. but do it because of the person, not because you have to in order to get funds.

Depends on if my startup were a Mississippi River based business… I don’t have a startup, yet if I did I wouldn’t allow incentives like place based hiring influence my early decisions, unless it was a community I was trying to build roots in; hire the best possible for an early team would be my route. Interesting question.

I feel like the question is loaded in how it's worded to make ppl react with "no, getting the right employee more important than funding". But in reality, if there were local grants for ppl building startups, many founders would be packing their bags to move instantly. They'd be on the streets with cardboard signs saying "I'm hiring".
