No. In the grand scheme money is a commodity while your initial team is absolutely the opposite. Are there ppl worth recruiting in these places? probably. but do it because of the person, not because you have to in order to get funds.

If in the end there are none that are a good fit, so be it. Definitely not worth hiring the wrong person for money. All else being equal between candidates though, would knowing there is funding encourage you to spend more time identifying and evaluating candidates with an atypical background (ie, based in KS/MO ?
