Idealab (90s or ~2000). Rocket Internet (~2007) Sutter Hill was doing incubation back with Nvidia and Purestorage. There were tons of other accelerators and incubators back then as well — just not many of them made it and are still around.

india had iAccelerator and Morpheus. 500 startups is already mentioned. vaguely recall facebook running some kind of accelerator or program for teams building facebook apps. (might be wrong)

There were a few incubators during the internet bubble like IdeaLab and CMGI.

I remember Seedcamp around the same time if I'm not mistaken and I believe 500 Startups was founded a bit later.

when YC started, it was not obvious (even to Paul Graham) that it was going to work. there were no examples of similar approaches being successful. it was not even on the radar of VCs at the time, who viewed it as a toy/experiment if they thought about it at all. it took many years for it to be taken seriously
