I've been dealing with a posterior tibial shin splint in my right leg. After some rest and recovery, I feel good, but once I go out for a long run over an hour, it starts to flare up. The pain is very light, but I want it to go away completely.

how many km there are on your current shoes? if the limit is 1 hours, try to don't run over that limit for some weeks. I've dealt with shin splint on the same right leg in February, I decreased mileage and intensity and changed shoes. after 1 month it was completely gone.
