It's COVID targeted, but it would have widespread effects considering the anti-vaccine movement has been rolling since long before COVID.

Big difference between these two statements so I hope you’re right. 

Saying that he won’t support schools with Covid rules, while foolish, and anti-states rights/institutional autonomy, is at least able to read as pro-individual choice.

Being anti-vaccine mandates in general is just gonna lead to a polio and measles outbreak. Regardless of how his base might read it, this is not a good position for anyone to take with respect to children’s safety.
