They can before the convention in August but odds of that happening are low. Too late to change the narrative unfortunately + the signaling of “party in shambles” caused by switching rn would hurt them even more (unless they’re forced to because of an emergency). There’s also no candidate that they could prop up in time that would poll higher than Biden.
