Noticing jobs I applied for months ago are still open. How am I that awful of a candidate? Or they don’t actually need to hire people?

There stand algorithms and people between you and a job. The gatekeeping happening there has rarely something to do with the value that you would provide. The thing is that recruiter and hiring managers have an idea that they pursue. There is a disconnect between that idea and your value. Don't worry about it.

The best advice I have come across for somebody who wants a job is to do the job that you want and when you have done it, make the person you want to work with aware about the job that you have done for them already.
