I'm Albanian, from Eastern Europe too, and I've been living here for many years. Things work and function pretty well here; there's no need to yell or scream to people. Being respectful is what makes the difference—it's not just about being polite or nice. I really appreciate the safety, tasty food, convenience of life, and more but not sure what is your criteria of the best cities in the world.
