Is there a way to just exclude the nouns that are in the $nouns pool/swap contract at the proposal snapshot? Then if someone swapped to a new one from it, they don’t get a new vote until new proposals after they own the new noun?

it would become a never ending game of blacklisting addresses

I think wiz is right. It would also require a lot of attention from the DAO to keep blacklisting these pools
