Is there a way to just exclude the nouns that are in the $nouns pool/swap contract at the proposal snapshot?
Then if someone swapped to a new one from it, they don’t get a new vote until new proposals after they own the new noun?

Further, even if it was done this way, implementation wise this would be quite expensive to snapshot the id of every Noun in these pools for every proposal (gas $$$$).
