Subscription fees like @cabin, taxes like Prospera, or a combination of both. The important distinction from nation states is that opting out of network states is low friction. So network states compete for their citizens' business to provide the best governance they can.

I wonder if the subscription tax that's used to spend in public infrastructure can all be on chain too. One common prob you have w public infra funding is corruption w tenders, overbudget etc. An E2E transparency is required which today's solutions have failed to provide.
