In unlikely event it passes would suggest protocol implementation  but not according to this logic (which is obv a bit lazy, easy to assign retroactively tho ) . Generally the amount as % of treasury I think is conservative.

Could be a good use of erc-6551 where each noun has its own income stored in the noun.
