Sad but true. 

At this point, I associate anything associated with government with waste & incompetence, with rare exceptions by people who work very hard to make it so.

2 - The business pays him a salary of $130,000

This is exactly the amount of income you can earn and pay no taxes under the Foreign Earned Income Exclusion (FEIE)

If you are stay out of the US for 330 days a year, there's 0 federal taxes on $130K!

Typically, the FEIE only saves you money on income taxes, not self-employment taxes

But based on this structure of being paid by a foreign company, you also net out to zero FICA and Medicare taxes since you are being paid by a foreign corporation

Very effective!
