you mixed up immigrants with expats... "if you want to migrate here you must prove that you do not need to migrate at all" i agree with language and cultural demands, but the financial part is a total nonsense imo

Understand your sentiment, but I think status quo is so awful that simply telling people "okay, if you want to move here it'll cost you $10k" is such a massive improvement even if flawed. 10k may be a bit much and maybe a more reasonable sum is 5k? But I largely agree in principle with the idea of charging money

It just shifts the focus to economic growth rather than humanitarian aid. Neither are wrong, however. Making clear rules, like you said, puts a number on it for humanitarian purposes as well. If people want to open the doors for those who can't afford it but need it for survival, then they know exactly how much money they need to raise to become that support network they will need to make it in America. Publicly funded grant programs can stipulate whatever rules they want and open experimentation can find better solutions to expanding our humanitarian aid. Programs that work better will get more funding... Maybe it does work!
