I think the framework presented in Radical Markets (Weyl) is the most egalitarian:

Make everyone pay $10K in 10 year treasury bonds.

If you buy that, then you get in. This allows for people to finance it as well. It gives people skin in the game, lowers our interest rates, and is a clear indication of stake so people don't act silly when they get here, since if they do they can lose their stake.

Understand your sentiment, but I think status quo is so awful that simply telling people "okay, if you want to move here it'll cost you $10k" is such a massive improvement even if flawed. 10k may be a bit much and maybe a more reasonable sum is 5k? But I largely agree in principle with the idea of charging money
