I think the framework presented in Radical Markets (Weyl) is the most egalitarian: Make everyone pay $10K in 10 year treasury bonds. If you buy that, then you get in. This allows for people to finance it as well. It gives people skin in the game, lowers our interest rates, and is a clear indication of stake so people don't act silly when they get here, since if they do they can lose their stake.
