I generally like this idea and would love to see it in action, but I worry about 2%. For example, /ethereum has 78K followers, what's a reasonable price to set for something that is not monetized? $100/yr is $5,000 which is within realm of a troll purchase. Maybe % adjusted down relative to # followers?

Your comment (and others like the one of @vitalik.eth) made me realize I should have made clearer that, in my proposal, channel owners need to opt-in to use the harberger tax system. It's not imposed to them. If you have a channel & you're actively using / maintaining it, you have not reason to opt-in to the HT system
