circle runs USDC and has an explicit blacklisting policy in their terms of service: https://www.circle.com/en/legal/usdc-terms#:~:text=Blacklisting,permitted%20under%20the%20blacklisting%20policy.. it's the same on base as any other chain.

not exactly like all chains tbh. All chains donβt use a centralized sequencer

To be clear though, _any_ chain that uses USDC is (potentially) at risk of having transactions that are from blacklisted addresses censored.

All of the current OP Stack rollups have permissioned sequencers and could potentially censor withdrawals from their networks. The Fjord hard fork is coming Real Soon Now though and that will no longer be an issue at that point.
