What happens when the US government asks base(coinbase) to flag USDC of specific addresses?

circle runs USDC and has an explicit blacklisting policy in their terms of service: https://www.circle.com/en/legal/usdc-terms#:~:text=Blacklisting,permitted%20under%20the%20blacklisting%20policy.. it's the same on base as any other chain.
