I was surprised to see how many people were just out of commission on the streets of shibuya last night

Drinking/nightlife culture here seems the one thing that is a sort of inconsistency with everything else about the city which is otherwise extremely clean, neat, healthy, put together

Shinjuku is usually worse. Late at night or very early morning can find tons of interesting people there 😆

agreed, also found this jarring. I think one potential explanation is that it’s downstream of the fairly rigid “salaryman” work culture, like a release valve
