We're strongly considering winding down narrowcasting. 

It's consistently less than 1% of all casts in channels.

I have never used narrowcasting, and probably never will. So I wouldn’t miss it, personally. But I do wonder if people’s use of it would change under the new channel model? Because once channels become “cozier,” maybe there’d be more incentive to narrowcast?

A very good point. With channels about to change significantly, I'd argue that now is NOT the time to make an assessment about narrowcasting. I would suggest re-assessing after the new channel landscape has had a chance to settle...
